Tilt the face of the stick back slightly as you release the ball.

A high flick should come from a high-follow through, with the stick "lifting" the ball towards the top of the goal at the moment of release. If you're loosing power transitioning between a high and low flick you need to look at the differences between your powerful low flick, and not-so powerful high-flick.
Chances are you're getting height by "leaning back" at the point of release instead of getting your head over the ball and powering through the flick (thats what I've seen alot of the younger guys at my club do, and I myself did until it was pointed out to me.) Make your high-flicking technique the same as your low-flick until the point-of-release, when you go high and you should find your power caries through though.

In saying that, I'm only guessing, as it's difficult to tell without actually seeing it!!

I was told by a coach (very) recently not to worry about trying to get height on the flick. Go through the motions of your weight transfer (up, down, up) and the ball will lift naturally.

The power comes through the torque you generate from the hips.

Not sure I agree with that completely roguefailure - while it is accurate that alot of the power comes from that, there is alot more too it than simply the rotation of the hips.

Rotation should cause both acceleration of the stick (from rotating the body from almost facing backward to facing forward) as well as weight transfer from behind the standing leg to well over the standing leg.
Power can also be lost from not releasing the ball at the correct point (too early or too late), from not following through properly (as you don't transfer weight correctly if you don't), and from not getting low enough (don't underestimate the power your legs add from going from a very low to an almost standing position).

Without actually seeing you flick, its impossible to see why you're not getting enough power I'm afraid!
