So here's the situation: an attacker has a clean shot at goal, the ball is going into the top of the net but is deflected by the GK towards the ground, the save by the GK is not dangerous but bounces over an attackers stick in the circle (the ball was initially raised by the attacker for the shot at goal), what do you do?

Seems like a stupid question but I've never done any indoor umpiring.

Play on. Attacker is allowed to raise the shot at goal, goalie is allowed to deflect it down while making a save. Nobody's done anything wrong, no reason to blow your whistle.

Your poll is a false dichotomy. It doesn't seem to break a rule at all, so there is no penalty awarded, and neither answer is reasonable.

Yep, just play on... Don't invent reasons to blow your whistle.

As above. No need for more debate I don't think?
